Job Responsibilities:
The M&E Manager will provide strategic leadership and technical oversight for FIT’s monitoring, evaluation, learning, and data systems across FIT’s program activities. The role is responsible for ensuring high-quality data management, analysis, reporting, and use of evidence to support program performance, accountability, and learning. The M&E Manager will supervise M&E staff, work closely with program, research, and operations teams, and serve as a key focal point for data-related coordination with donors, government counterparts, and partners.
- M&E systems, data governance, and quality assurance
- Lead the design, strengthening, and continuous improvement of FIT’s M&E systems across programs
- Oversee the development, maintenance, and optimization of data collection tools, databases, and codebooks
- Develop, update, and enforce policies, SOPs, and standards for data management, data security, and ethical use of data
- Ensure data quality through routine data quality assessments, validation processes, and corrective actions
- Maintain centralized and secure archives of program and research data
- Data management, analysis, and use
- Oversee routine data cleaning, integration, and management across multiple data sources and platforms
- Lead the development and maintenance of dashboards, data visualizations, and analytical products to support decision-making
- Conduct or supervise advanced data analyses to inform program performance, learning, and strategic planning
- Promote the use of data for adaptive management and evidence-based decision-making across FIT
- Reporting and accountability
- Lead and oversee the preparation of routine and ad hoc program and donor reports
- Develop and standardize reporting templates and presentation materials to support consistent, data-driven reporting
- Ensure timely and accurate responses to donor, partner, and internal data requests
- Support audits, evaluations, and verification exercises as required
- Research, learning, and evaluation
- Provide technical oversight for monitoring, evaluation, and learning components of programs and operations
- Oversee the preparation of high-quality datasets for reporting, research and evaluation purposes
- Conduct or supervise advanced statistical analyses for reporting, research and dissemination
- Support or contribute to development of technical reports and dissemination of findings
- Support documentation of lessons learned and best practices across programs
- Team leadership and capacity building
- Serve as line manager for M&E Officers and other M&E staff, including supervision, mentoring, and performance management
- Build the capacity of M&E and field teams through training, coaching, and supportive supervision
- Coordinate refresher trainings on electronic data collection tools and M&E best practices
- Foster a culture of data quality, accountability, and learning within FIT
- Coordination and stakeholder engagement
- Coordinate closely with program, research, and operations teams to align M&E activities with implementation needs
- Support collaboration with government counterparts, academic partners, and other stakeholders on data and reporting matters
- Represent FIT on M&E- and data-related topics in technical meetings, as required
- Other responsibilities
- Travel to FIT offices and project sites as required to support M&E oversight and coordination
- Perform other monitoring, evaluation, learning, and data-related tasks as assigned by FIT management
Qualifications:
REQUIRED QUALIFICATIONS:
- Master’s degree in public health, epidemiology, biostatistics, statistics, economics, or a related field (A Bachelor’s degree with substantial additional relevant experience may be considered)
- Minimum of 5 years of progressively responsible experience in monitoring and evaluation, data management, or public health programs
- Demonstrated experience designing, managing, and strengthening M&E systems for multi-site programs
- Proven ability to ensure data quality, including development and implementation of data quality assurance processes
- Strong experience in data analysis, interpretation, and use of evidence to inform program decision-making
- Experience leading or contributing to donor reporting, evaluations, audits, or verification exercises
- Demonstrated experience supervising, mentoring, or managing technical staff
- Excellent written and verbal communication skills, with the ability to present complex data clearly to technical and non-technical audiences
- Ability to manage multiple priorities, meet deadlines, and work effectively in a fast-paced, multi-project environment
- Professional proficiency in English (spoken and written)
PREFERRED QUALIFICATIONS:
- Experience working in TB, infectious diseases, or other public health programs
- Experience supporting operational research, implementation research, or program evaluations
- Advanced proficiency in statistical analysis software (e.g. STATA, R, SPSS, SAS)
- Strong experience with digital data collection platforms, databases, and dashboards (e.g., REDCap, PowerBI, Tableau)
- Familiarity with government health information systems and reporting requirements
- Experience working with international donors, academic partners, or government counterparts
- Demonstrated ability to translate data into actionable recommendations and learning products
- Experience working in low- and middle-income country health settings
Language Requirements:
- Fluency in Vietnamese
- Proficient in spoken English
